AFCO Completes Construction of New Central RDC San Diego International

Aviation Facilities Company, Inc. (AFCO) participated in a ribbon-cutting ceremony on November 14, 2012 to celebrate its completion of the Receiving and Distribution Center (RDC) project on behalf of the San Diego County Regional Airport Authority (Authority) at the San Diego International Airport.

The RDC is a 23,000 square-foot facility located on the north side of the airport that will serve as a modern, efficient and environmentally friendly central delivery distribution center for all terminal concession operations and is a key component to the Authority’s new concession program at the airport.  The project will provide significant efficiency and security benefits by centralizing the distribution of food, beverage and other goods at the airport and reduce traffic on surrounding roadways, reducing greenhouse gas emissions.  AFCO and the Authority are pursuing Leadership in Energy and Environmental Design (LEED) Gold certification from the U.S. Green Build Council for the RDC project, which would make it the first LEED Gold-certified receiving and distribution facility in the world.

The RDC project is the first construction project in the Authority’s history to utilize a public-private partnership.  This innovative model allowed the Authority to acquire essential facilities without using its bonding capacity, as well as build the project more quickly than would have been possible using a traditional airport public works construction model.

Public Private Partnership

AFCO was awarded the RDC project through a formal RFP process and began construction in March 2012 and completed the work in less than nine months.  The $8.5 million project was financed under a credit-tenant lease structure, where the Authority will lease the facility and pay a fixed rent over a 20-year period.
